What to do about harrassment

When it comes to these stories, I wonder if GM's simply just have a different view of harassment. Maybe in the land of SE GM's this largely boils down to a "you" problem and not something they need to get involved in cause based off their investigation no rule has been broken.

Nothing has come of it. I have told them to ignore and report, save screenshots, etc. This is the sort of person who feeds off the attention. As far as we know, nothing has been done to the suspect though.

Tell them to keep at it. Don't show any emotion or give them any attention. Just screenshot, block, and ignore their presence. Eventually the effort will far exceed the pay off for them and they will quit. It won't happen overnight though.
