Someone had suggested a "quota" system where instead of needing to be ranked to get the 2nd chest and the point bonus you just have to accumulate X amount of points before the battle so that more people will feel inclined to participate (and further boost the hamlet levels). More individual points could lead to better rewards and there could be more stuff or just a 2nd copy of the chest for the top provisioners.
