You dont "need" to have someone in top 20 to get a seal

it just helps you raise your score, which in turn gives you better chances to get to the next tier of drops(for those not already pulling 60k without)

so far my group is 2/4 on drops today with 60k+ so not too bad a rate(still early) from what ive seen
