I hadnt even realized that you had to have someone in the party in the top 20 to have a chance at seals. I like your suggestion where you can always have a chance but based on top 20 increases that chance

According to what i've seen around on those forums... You don't, actually.
The best possible rewards, acquired at 60k points, are doable if you kill all of the special monsters (which is kind of complicated). Fact of matter is that having one of the top 20 provisioners gives you another 4k points, which is very helpful and gives you a little bit more leeway.

Also, the Top 20 provisioners also have a special chest in there just for them which contains certain rewards (it's mostly the offhand tools, I believe) and as of the newest patch the Top 3 have their own chest with a very high chance of getting 1 Beastman Seal.
