The referenced item Moonshine Brine is the upgrade token for weapons. Historically, the odd patches have made the upgrade tokens for armor and accessories available through the new alliance raid coins and hunt currency. The upgrade token for accessories is Moonshine Shine and so the patch notes were probably meant to read:
