The problem is that the OP is asking for a change in one specific synth, but did not look at the greater picture. As far as what's needed from DoL/DoH across ALL of the newly added high-end synths, they are very balanced.
The OP was refering to relics, so only the flawless weapon head synths mean anything to the topic; this list you provide also has the mats for the final weapon synths, vanya, gryphonskin, and heavy DS which are all irrelevant.

Flawless Obelisk: All Mining
Flawless Avenger: All Mining
Flawless Mailbreaker: All Mining
Flawless Rampage: All Mining
Flawless BLM one: All Mining
Flawless Sargna: 66% Mining 33% Botany
Flawless WHM: is the only one that is mixture of Botany/Mining/Alchemy/Mob Drops

Pretty much the OP point is that if you want to make these yourself, you must have mining leveled (or buy overpriced mats off the MW).

Also I think Krausus posted a nice summary list of the items needed but I'd like to mention I think its quicker/more efficient to use NQ Ingots and 2 HQ nuggets for the Flawless Weapon head synths. This gives the weapon head the same chance to HQ as the Ingot does; but requires half the HQ mats.
