Gunbreaker's "Double Down" move hitting twice?

So, for context: I main paladin in CC. I was just in a match today where a gunbreaker was absolutely wrecking people. I noticed that every time we'd fight, he'd use a move called "Double Down" and that it would hit twice every time, killing me from about half health. Thought this was worth looking in to, so I hop on to GNB and start testing on the striking dummies in the wolves' den. As far as I can tell, there's no proc for getting Double Down to hit twice. Rough Divide gives it a 20% boost, which checks out as it would always hit me for over the base 12k, but I can't figure out how he was managing to get it to hit twice though. I asked around in Limsa and nobody seems to know what I'm talking about, I've had people suggest it was his LB since it also deals a base 12k, but the text plainly said "Double Down" twice per hit, and he was doing it every time we fought, way more often than a LB would allow. I also know it wasn't just a visual bug, it hit like a truck every time. Is there some interaction with other jobs that would allow for this? Or did I witness some sort of mod/bug abuse? I've never seen another gunbreaker doing this before.

I mean, when I assumed based on the name that it was supposed to hit twice under some sort of circumstance, but I'm not finding it.

It's possible that GNB was waiting for you to use Cover before hitting Double Down on you and your cover target. If you weren't using Cover, then I'm not sure; I can't think of any other reason why it would hit twice.

Nope, wasn't using cover during those fights. I'm starting to think it must be some sort of bug abuse, sadly I didn't have the foresight to get the player's name. Thought it was just how the job played.

With all due respect, I highly doubt that this is a "bug" being used and you just being hit at the tail end of your Guardian/Cover that you already had running or forgot that you used. I did this to Paladins all the time as DRK or GNB.

Double Down under no circumstances hits twice. If a bug like this were to exist it would've gotten hotfixed as soon as possible after a fresh patch. The only other option I can envision, which is also highly unlikely, is essentially a form of cheating that somehow makes the user send the server their use of Double Down twice. This is borderline impossible given how the servers are set up, but I will leave it open.

To clarify, I rarely use cover at all. I'm not great at pvp and don't tend to catch when it's best to do so, it's just the tanking job I'm used to, and someone needs to be on the crystal and not die instantly. I assure you, he was not hitting me while I had a cover up, certainly not every single fight we had.

I watched it happen several times throughout the match. It was the sole reason I went to go check out gunbreaker's pvp potential. I didn't just misremember it.
