And company submersibles are a joke currently, it's just free gil income for anyone who owns an FC. Pretty much no one else sees anything from it inside of the FC.
What you're proposing is more of the same, something people already do not like, and something that is already being proposed by the devs to have removed from being FC exclusive.

The issue again is not that there's nothing to do for FCs, there's dozens of things you could be organizing to do with your FC if you just organize events and special runs of content yourself. The problem is that you want SE to take content and rewards they normally would have given to the whole player base, and say that you need to be part of an active FC of at least 20+ people to get this. That's not going to happen 10 years into the life of the game and were it to happen there would be a major backlash from the community at large.
