[2]Uh.... lol. PVP is not essential or even vital to the long-term success of FFXIV in any way, shape, or form. As for Rival Wings, until the make another map or put resources back into redoing Astralagos in a more acceptable form, you won't be seeing a roulette of just one thing only.
[1]What we had was Top 100 rewards (good) and extremely outdated skill Tier rewards (wolf collars for outdated weapons), on top of a PvP mode that had forced roles and therefore massive queue issues, especially since you couldn't see what roles were needed. It is a bit short-sighted to say that people hated rewards for Ranked because Ranked prior to Crystal Conflict was a multi-layered construct of issues, some of which they remedied with Crystal Conflict (role restrictions removed, giving every role carry potential), some ignored (good tier rewards) or made worse.

The Battle Pass is a result of incentivising Casual play in all PvP modes, something it does pretty alright. Could use some improvement, but it is no replacement for:
- the lack of unique seasonal rewards for high-end Ranked PvP (i.e. Top X, Top X%, etc.)
- the lack of meaningful Tier rewards that are only obtainable in Ranked to encourage Ranked play in all skill tiers, in short more queue population

As much as I understand the push against it, Ranked sadly needs proper incentive.

[2] Technically, it is not a Roulette, it is a Daily Challenge. Roulette would imply a random duty, but since Frontlines are locked to one duty which cycles every 24h, having a Daily Challenge for Rival Wings is more than acceptable. It would encourage people to try it and participate in a similar fashion how people pick up Frontlines.

That said, Final Fantasy XIV may not see PVP as a vital element, but it is fair to say that improvements to PvP are generally seen as welcome to bring in players heavily invested in PvP aspects of a game. FFXIV is a themepark MMO after all and PvP is one of the attractions - one being a staple in multiplayer games.
