While it sounds good in concept. It would kill the SkS builds as you would never be able to hit 9 GCDs in NM. Effectively making the 2.5 GCD build the meta since its always 8 GCDs under NM
The suggestion isn't a bad idea, but I believe most GNB players (including me) would hate it after its implemented

You already have CDs that scale with your SkS to mitigate drifting to some extent, so then the big important thing is not drifting your NM and Bloodfest. If you add a charge system, you essentially get rid or your punishment for drifting NM off the buff windows
On a more positive note, The more SkS you use, the more ankward some NM windows become, with the NM either coming up with your GF or after GF depending on rotational mistakes. So, then, having 2 charges would let you align your personal burst the same way, regardless of SkS tier, in a more clean manner, and then use the reverse drift to re-align GF as needed in the 2 minute window. Possibly adding the option of doing an Early NM to avoid overcapping with higher SkS
I once again, THINK its good idea, I THINK it sounds good in concept, but im very scared I end up hating it once its implemented for ramifications I can't see right now
Regarding the second point the main difference between FoF/No Mercy and an ability like Blood Weapon is that they also affect oGCDs, so putting them on a charge system wouldn't make sense.
A quick point on nomenclature: The second point ("affects next 8 weaponskills") describes a "stack" system, technically (as per Inner Delirium giving 3 stacks). A "charge" system refers to being able to hold multiple of the cooldown's worth of charge time, such as on Rough Divide.
A stack system, therefore, wouldn't make sense on GNB unless we specifically wanted to remove the punishment of using oGCDs outside of the NM window (which I'd be fine with, but the damage modifier would have to be increased to compensate, of course).
A charge system, though, might(?) make sense... except in that it's still predominantly constrained by the one-charge CDs meant to exploit NM's window, regardless, so long as it's not also turned into a stack system. And if it requires that much change, we'd probably be better off with a different approach.

So many people refer to both as charges anyways so that just feels like a nitpick but sure, putting it on stacks wouldn't make much sense given how it functions now.



Honestly would rather they just get rid of no mercy and FoF and adjust potencies and add a strong GCD and strong OGCD ability to make up for it.



Erm...no...neither FoF or NM are difficult to use, like seriously, with recent battle design, downtime is nearly non existent, and if you mess up and use either before forced disengagement or downtime, that's on you as the player screwing up, not the design of the skill. It up to you as a player to do better, to not make the mistake the next time.
That or just go play WAR or DRK.
