I think the practical reason is more specific than simply "keep people away from the tower until they're doing the questline", although that is the basic cause. The real issue is that the Mor Dhona zone is built with the sentinel statues already broken, and they are only seen intact (and then immediately smashed) in the cutscene when you first enter the area.Doesn't seem like it's a separate zone..,
though if one wanted to guess and create its own excuse. it's there to prevent lvl 50 flyers without the quest for CT progressed to enter the area.., or lore wise.., Get Reduced to Aether without the requisite crystal back and forth taken by a mischievous red cat. oh wait that last part doesn't exist like it used to anymore.
So that continuity issue seems to be the base reason for not allowing flying in that area, although you can still see them in the distance if you go to the right angle and know what you're looking at.
As for entering the deep dungeon, do we even know that we'll have to go to the tower entrance? I might have missed an announcement since I didn't watch the live letter in detail, but if I was the one setting up something like that, I'd probably put the entry NPC in Revenant's Toll or at least St Coinach's Find.
Also, I'm not sure what you mean about "that part of the questline not existing any more". All that was changed is that you don't need to wait for FATEs to obtain the crystals. The runabout for the aether sand is still intact.

As much as I hate to say it, for once FireMage kind of actually has a point though. This is a shameful display that honestly makes me wonder if OP is just trolling. That initial meltdown post had me do a double take because I couldn't believe it was something I was actually reading.

It's not really needed, though. That's what I was getting at with my own comment. An extra 15 seconds of on-foot travel is not going to hurt anyone. It's not an entire map in a new area in a new expansion that we have to traverse on foot until we unlock all the aether currents which is a lot more frustrating than a no-enemy walk from the destroyed gate to the stairs.
On top of that, if it's an instanced area (or "instanced" for other reasons), that's likely why there's no flying there, it was just never added during their map reworks or. as others pointed out, to keep people out who hadn't unlocked the raid series. If it gets added later, great, but I don't think it will since we don't have true map layers locked to progress. The area's going to be turbo congested come 6.35 as it is, I don't want it being worse because of people blocking the NPC with their flying whale mounts in the air. It'll be irritating enough with people on their mounts on the ground as it is. You can mount up in there and it'll take more time dismounting and mounting back up tbh.
Sorry about your disabilities, but they aren't excuses, just explanations for things. I see your explanation and it makes sense for your initial post, but then to use it as an excuse to be rude to people is pretty gross. I have mental illnesses but I don't try to weaponize them to make people feel bad for being mean to me. I move on. This is a topic where you may have a few people agree but most are going to see it as a non-issue, because it really is a non-issue. If it's that bad of an issue for you, get into a party and someone else can go to the NPC for you and queue your group in since it'll probably act like the other two areas are: as long as you're on the map where the entrance is, you can queue. Problem solved.
