Black screen on game launch (Steam version)

So I've recently upgraded to a new gaming laptop and I've re-installed the game to my new laptop via Steam. I downloaded the game, signed in through the launcher but as soon as I hit "play" I'm met with a black screen. I've tried restarting my laptop and re-installing again with no luck.

Also, I tried verifying the files from Steam and it says the size is only 52.35 MB and when verifying it says "Verified all 0 files" so I'm thinking that may be the issue.

I'm kind of at a loss and I can't seem to find any answers by googling so I'm hoping someone more tech savvy here can help.

My new device specs:
AMD Ryzen 5 5600H with Radeon Graphics
16.0 GB RAM (13.9 GB usable)
NVIDIA GeForce RTX 3050 Ti Laptop GPU
DirectX 12

Hi, this issue is nothing new. It's arround for more then a half year by now if not longer. The only way to byepass it is that you Log in and bevore you hit Play you have to Shutdown Steam or the Steamclient_service.exe in your Taskmanager. Sometimes you have to do this step Two times to play but it works. I have this issue since over a Month and this works. Just keep in mind that if you shut down steam (you cann start steam afterwards aggain) your ingame Time would not be Tracked. And sry for my Englisch its not my Nativ Language.
