Tell System Erroneously Claims Player is not on Friend List

Date & Time: 19 December 2022 at 21:00 - 21:10 EST
Frequency: Tested 4 times, the first 3 with /reply, the 4th with [Right Click] -> [Send Tell] through Friend List. The tell generated a specific error message in all 4 tests.
World name: Tested on Zalera, through attempting to send tells to a player on Balmung.
Area and coordinates: Limsa Lominsa Lower Decks
Steps:
1. Start on the recipient's world, and have them send a tell to the tester. The recipient should be on the tester's Friend List, but the tester should not be on the recipient's Friend List..
2. Travel to a world other than the recipient's.
3. Attempt to send a tell either through Friend List (Right Click -> Send Tell) or through the /reply command.
4. Despite the recipient being on the tester's Friend List, the client erroneously claims the recipient is on neither the same world nor the tester's Friend List.

Exact text of the error: "Message to [PLAYER NAME@WORLD] could not be sent. That character is on another World server and not on your friend list. Use Alt+R to reply to a Party Finder message."
--The error message should specify when it is the recipient not having the tester on their Friend List, as the statement that the recipient isn't on the tester's Friend List is incorrect.
