While i do agree that it is a player created problem, Square Enix are the ones doing nothing to stop it.
It is also their responsibility to remove spam from chat, which they do not do consistently.
it would be very easy to have a server side program running that mutes accounts that copypasta the same RMT links in chat for weeks on end. Hell it might even mute those annoying venue spammers from other Datacenters.
And third party addons aren't a realistic solution due to the console player base not having access to them. A better filter or even the dream of one you could add your own filters into would be ideal.
So, hire someone to sit on every world in every area where RMT spam is occurring and moderate it. You volunteering to pay the salaries?
Easy solution to the immediate problem. Right-click on name of spammer in chat window. Select "Report RMT". Click, click. Done.
While you are correct, it's on SE to start handing out bans to buyers so there's no tolerance for dirty money.
As it is, it appears that buyers are very lightly punished, if at all, based on the ban reports they put out.

I'm very much in favor of customizable chatfilters, both blacklist and whitelist ideally. This would be neat even outside of RMT spam. For example there is nothing wrong with FC recruitment messages, I just dont want to see them.
