I think the Admiral showed up for the original Moonfire Faire, Raubahn and the Sultana for the original Little Ladies Day, Kan-E-Senna to the Easter/Christmas events...etc. I think they lowered the size of them down because a number of casual players felt they took too long (they barely took an hour back then).

We still regularly see the leaders of the city states, but they have been putting them in these optional quests recently where you can choose up to 6 cut scenes to view or letters to read.
