Just today on crystal I saw an advert for just that in PF. Offering to sell house plots.

I'm happy I have my small. I got very lucky to get it. It's depressing seeing a few people really screw over a lot of people that want and frankly deserve a shot at a house not get one because various people gamed the system and have entire wards to themselves.
So report it. It's against ToS to purchase a house with the intent to resell. SE can do their investigation to see if it's an indeed a situation that violates the ToS.
