Because the cash shop is a separate team of people that make the items. They likely didn't have any input on Starlight.
There is no separate cash shop team, but the lack of input is the same nonetheless. The writers create a story around something to be offered for free. The art team makes the items.
I get that it’s a totally separate team and they don’t really talk at all, but isn’t that a bit problematic from an organizational standpoint? What if they publish something that’s totally out of place with the game? And who, exactly, is in this team? Is it actually part of the same unit? Does Yoshida not control CBU3? Who’s really running the show here?
The Business Unit in charge of the Mogstation Store is not the Business Unit that creates the game. Their goals are different from those of the producer and developers of FFXIV.
Think of it this way: You produce widgets in your factory. As a sideline, you accept orders from other companies to produce wadgets in your factory. It is your factory, your machines and your materials that produce those wadgets, but you have no say about the wadget's initial design, and you cannot put the wadget up for sale as your own product, nor does the company that sells the wadgets have any say in your current product line.

I'm going to have to keep a copy of my text for the next time a thread pops up about the unfairness of the developers in letting the mogstation sell items they feel should be available in-game.

Oh, well since it's a different team it's okay then! For a second there I thought it was just corporate greed creeping into a game with a subscription! Glad we got that resolved!
The teams certainly communicated enough to pair a Reindeer herding outfit(cash shop) with a Reindeer mount(free).
It is incredibly likely they were looking to entice some players to 'complete' the ensemble by obtaining both.
