The big reason why SCH reigns supreme in barrier application is its ability to get a guaranteed crit aldo and spread that to the entire party. Noct ASTs barriers were stronger at face value, but ast didn’t have these components that allow SCH to ensure massive barriers on the whole party. Sure this is gated behind cooldowns, but barriers aren’t needed that frequently in savage fights to where that’s a problem.
