Did you look at the JP entries? Who's to say they were just out of place if not more then NA/EU. 1000x more entries just means 1000x more wonky entries.Considering the contest is a visual one, the sizes of each region are irrelevant. NA could be 1000x larger than JP but it'd be irrelevant if they had 0 artists.
That being said, a browse of reddit when everyone was posting their designs they submitted 2 months back gives quite a bit of insight into why the majority of winners were JP - lots of the designs I saw NA/EU posters submitting were either not great visually, joke weapons (like the SGE weapon that was just a bunch of sharks with laser beams attached to their heads, or the one that was literally just a shoebill on a stick with its beak acting as the scythe blade) or had fantastical elements that would make them extremely hard to adapt to in-universe designs/lore. If the JP submissions were more consistent on in-universe design and more serious entries on average, it'd be no surprise they'd win the majority of spots.
There's no conspiracy or coincidence at play, just differences in culture that I would believe led to many more realistic to implement designs that stood a chance in the running on the JP side than the NA/EU one on average.
The problem here is also ease of putting them in game. Not persé Japan having better designs, just that it might be too difficult for some to implement.

Hence this line. Without looking at every single entry (which would be impossible anyway), you can only base it on anecdotes. Thus, when out of 25 reddit posts of people's submissions I saw, only 5 of them stood even remotely serious chance at winning due to the majority being either joke weapons or badly done visually or were just far too out of scope for the game due to fantastical elements, It's merely my anecdote that the JP submissions would be far and large more consistent to have a shot at winning to achieve such a wide sweep of winning spots.
But hey, if someone wants to insinuate JP bias here, I'll just point to the fact this is far from the first contest they've ever ran, and plenty of other contests have had NA/EU take predominant amount of winning spots before. If they did have JP bias as far as contests, it would be evident across all of them, not just in this one.
Yeah, that one in particular got a large chuckle out of me. Would make a great Gold Saucer weapon if they ever do anymore joke weapons down the line.
