No. The schema established by the dev team is that for each unassignable action that replaces another button, one of two things is true:
A) The action's effects, potency, and cost can be read in the Action Help for the action it replaces, and the action it replaces is in the Action list (i.e., Earthly Star's Stellar Detonation)
or
B) The action is in the Actions list and includes its own Action Help that tells you its effects, potency, and cost (i.e., Gemshine's Ruby Rite)
Based on this established schema, users can reasonably expect that the spells listed in my post above should also have their effects, potencies, and costs viewable in either the Action Help for Gemshine/Brilliance or in their own Action Help that is available in the Actions list. Adding all fifteen actions to SMN's Action list would be a lot, and it may not be bad design to exclude them from the Action List. However, it is bad design not to include those actions' effects in the Action Helps for Gemshine and Precious Brilliance so that players who want to know their potencies are not under the burden of having to enter combat just to look up the numbers.
The current bad Action Helps for Gemshine and Precious Brilliance are as follows:
