How do we tell if a certain mount is giftable or not? Right now I am thinking about a beast tribe mount...

Look at the top of the tooltip.
Unique means you can't have more than 1.
Untradable means you can't trade it to other players.
Unsellable means you can't sell it to an NPC.
Market Prohibited means you can't sell it on the market board to players.
Mounts usually have all of these things or none of them. The ones that can be given to others will show on the market board under the mounts category.
In other news, there is no technical debt from 1.0.

But most mounts seem to have a horn, or some other item that actually loads the mount into one's inventory... and those items have none of that kind of indication. AND there is no tooltip like there is for gear. BUT, the "registerable miscellany" category does seem to show what can be sold, i.e. what can be gifted.

Yes, they do. In the tooltip. You won't see it once you've used the horn and added it to your mount list, because then the horn no longer exists.
There is. I don't understand why you would see a tooltip for gear but not for a horn.AND there is no tooltip like there is for gear.
