The cap in normal duties happens when a burst window coincides with a period of high raid damage since you'll have a lot of offensive and defensive buffs.
TEA is another Ultimate. Which again is something most of the playerbase doesn't touch. And like I said your average player probably never sees the buff cap due to not caring about lining up buff windows. If enough people did then you'd see more pull timers in normal and alliance raid. Or the rare time someone starts one that it gets respected. Either way I do feel that at least the buff cap could use a boost.
