    I swear people blow the shout issues out of proportion.

    Have rarely seen one on European servers.

    It's like people see a single shout and suddenly it is the end of the world.

    They are routinely shouting in the starter cities on Raiden. Probably because its a newer server. I routinely report them but they spring back up again.
