That is what windowed mode is for, go into settings and check windowed mode, and make it the same resolution as your desktop. A fullscreen game but the ability to tab out when you need to.
Exclusive fullscreen mode is NOT the same thing as windowed fullscreen.
Windowed mode still renders the desktop and all the windows you might have open which will get you about 5fps less than exclusive mode. Not to mention that neither SLI nor Crossfire work in windowed mode.
So no, that's not what windowed mode is for. When will people stop giving excuses for an unhandled exception in SE's code?

Additionally, the title bar will still steal some screen area at the top, and push the bottom of the game out of your display, so yeah, windowed mode for pretend-fullscreen is far from ideal.Exclusive fullscreen mode is NOT the same thing as windowed fullscreen.

Yeah, this would be cool. For example Diablo 3 has two different FPS limit settings. One for when the game is active, and one when it's running in the background. I went with 60fps and 5 fps personally. FF14 reduces the priority setting of the game from normal to low when you switch out of it, but that doesn't really lessen CPU and GPU usage, it just gives everything else priority while the total load will stay the same.
