Dear God yes! Even the title screen tears and I notice it every time!

As for OP's questions:

1) Doubtful
2) Doubtful it will be built into the engine but: http://www.nvidia.com/object/3d-vision-main.html
3) Probably but the human eye can barely discern anything higher than 60 so why would it matter?

if your having tearing issues get a program from rivatuner called D3DOverrider and force Global Vsync, it solved all my tearing issues and forcing triple buffering has improved my FPS.

Why would you download a program to enable vsync? Why not just enable it in your driver settings?

Forcing Vsync on in the Nvidia Profile for FFXIVGame.exe did nothing for me, it just didn't work. Rivatuner's D3DOverider did work
