I came back to play and bought the Endwalker edition. I have a toon I have been playing on a Japanese server lvl 59. Yesterday I made a toon on a NA server. I see that the exp is much slower than the other toon. Why is that? Is it server specific?

On some servers that have Preferred status, you get a buff called "Road to 80" which doubles experience gain from all sources, including quests. If the new server does not have Preferred status, you will not get this buff.
No other experience buff in the game doubles quest experience. Usually they will only buff experience from enemies and bosses.
It doesn't matter though. The level of your first class doesn't matter. The only thing that matters is the level of your Main Scenario Quest, which is what grants you access to new areas and all of its content. All the Road to 80 buff will do is make you a higher level than this quest, which is pointless, because you cannot do any content above the level of your Main Scenario Quest.
For example, if you are level 59 doing a level 49 quest, you only have access to dungeons up to 49 and they will all sync to 49-50. So being 59 is pointless in that situation.

In other news, there is no technical debt from 1.0.
