I belive you need to sleep in Uldah first, then Gridania, Then Limsa. I was told that and when i did so, it popped and went smoothly for me. I had been going to my normal Gridania Inn room and it didnt start.

I don't think where it starts matters, but it took several days of logging out in the inn before I got the first cs. After that, it seemed to happen the time I logged out in each other city. Not sure if duration logged out matters, but every time it was over 15 hours.
ETA: The order of cities Viritess gave is what I did, tho it was more coincidence for me. So it might matter.

You can't just exit while in your inn room. You have to select the bed menu and exit from there. You have to do it in all 3 cities. Ulda then Grid then LL.
Hildibrand reminds me of Jar Jar Binks from Star Wars - Episode 1. A weird out of place character whom the viewer or player knows that the only reason why they are in the game is because the authors want a "cute and funny" character included in the story for the sake of having something appear "cute and funny." Maybe to a three year old he might be cute and funny. They are more likely to respond to goofy sound effects and strange faces.
Think thats why hes entertaining to me. He isn't really part of the serious storyline or even a funny part of it. His story is just to be goofy and off the wall. Its like watching Benny Hill and expecting a deep reason behind it and an engrossing story to follow. What would be worse to me would be if they tried too hard to make the main story have elements like Hildebrand throughout. Which i think fits more to what your saying. Jar Jar would only be like Hildebrand to me if we was the intermission cartoon while you got more popcorn.
Hes near totally apart from the game's storyline, and just there for a chuckle between srs biznus.
