Yeah, I did those two both. Pen is mightier and eternal, then went to get two vans and it is not there. My quest log is pretty empty. Certainly not full.Odd... yeah, I just double checked and we were all thinking of the next quest "You Don't Have the Rite". That is odd indeed.
I could be wrong, but just to double check, I believe you can accept Eternal Recurence and The Pen is Mightier than the Spear at the same time, maybe you need to do both of those and only did Eternal Recurrence? That's the only thing I can think of. Though, I'm not even sure they're actually required, I think they both might just be GC-oriented sidequests.
Well, there is one other possibility: How many active quests do you have in your journal?
It may be what Ispano said? If "It kills with fire" is a requirement then I just wish it said that >.<
It probably doesn't say that because everyone who edited the page did "It Kills With Fire" anyway for Ifrit fight, and figured the primal fights were a side-section of the grand company quests. Though, now that I think about it, it DOES make sense. I mean, some of the later GC quests have the NPCs recognizing that I've killed two primals, so it's possible the low man fights are required. Lemme know if that turns out to be the case, I'll update the page myself.

Sounds good. For what it's worth I will PM you if it solves the issue, though I'm pretty sure it will.It probably doesn't say that because everyone who edited the page did "It Kills With Fire" anyway for Ifrit fight, and figured the primal fights were a side-section of the grand company quests.
