Cannot activate a quest "Two vans are better than one"

I just did Eternal Recurrence and there is no reason why I can't progress in my GC chain. Yet, when I talk to Fulke he does not offer me the quest.

Does anyone have any clue why this is?

sure there is.
Gain enough seals, then talk to counter with talk. If you got enough seals, he'll give you a key item.
Then you can do quest

Yeah, you'll notice he asks you for a emerald leaf key item, or something like that. You get this when you rank up high enough.

Well he does not really say anything to me. Should I pay 1000 seals for company advancement then?

As you proceed with the quests you will need to get higher ranks for some of them.

The quest says I need to be third class, I tried at that, could not get it. I am now second class and still can't do it. When I talk to the main NPC he does not even show the quest in the list despite the fact that I am the right rank / level / did the quest before it.

He says nothing about a key item or anything like that.

Odd... yeah, I just double checked and we were all thinking of the next quest "You Don't Have the Rite". That is odd indeed.

I could be wrong, but just to double check, I believe you can accept Eternal Recurence and The Pen is Mightier than the Spear at the same time, maybe you need to do both of those and only did Eternal Recurrence? That's the only thing I can think of. Though, I'm not even sure they're actually required, I think they both might just be GC-oriented sidequests.

Well, there is one other possibility: How many active quests do you have in your journal?

I didn't get that one until I had done It Kills with Fire, as an afterthought.

Yeah, I did those two both. Pen is mightier and eternal, then went to get two vans and it is not there. My quest log is pretty empty. Certainly not full.

It may be what Ispano said? If "It kills with fire" is a requirement then I just wish it said that >.<

"It Kills with Fire" is part of the main storyline so I'm 99% sure that it is a requirement.
