But if what you said about people not cheesing it is true, patching it won't hurt anyone.Because we still need consistent hard proof that this is a common occurrence with alliance roulette? If you can actually provide factual evidence that CT is brought up frequently solely because of ilv cheating then I have no issue bringing it attention to the dev team to fix the problen.
But so far Im just hearing assumptions and accusations from disgruntled people who hate CT so they try to justify its frequency behind some nefarious scheme and assumptions isnt good enough for me.
Nor should it be good enough for you or for anybody else.
You're acting like solving this problem will take enormous amount of resources and time.
Omg, just ask devs to be able to blacklist at least one or two Raids in Alliance Duty Roulette. That will solve the problem with CT.
We're asking for better incentive to make full use of the roulette. Purposely narrowing the selection to prevent landing in any raid above Syrcus while keeping full roulette rewards defeats the purpose of having a roulette to fill alliance raids at all levels.
People will still cheese their ilvl, there's no changing that, but lets at least incentivize players to make later raids possible without irrational queues.
Having CT blacklisted will make u more secure, when u queue Alliance Roulette, some people refuse to play Alliance at all, coz they fear to pop into CT, which leads to missing people in 60+ Alliance content. We're asking for better incentive to make full use of the roulette. It also will gather some stats about alliance "(un)popularity"

I believe they already have these stats. They've had them for years and that's why they try to encourage unlocking the others. You already have a built-in blacklist because you can pick up to 5 duties and put them in a mini roulette. It doesn't give the same tome/xp reward, but I imagine that would be the result of being allowed to blacklist. Roulette rewards are there to incentivize use of the full roulette system.
Yesterday, I decided to queue up. Ridorana popped. One of the healers bailed right away. The replacement came in and warned us they weren't very good at the zone. Some encouragement was offered and in the end, they never KO'd. This is what fortitude and being a good gamer looks like.

Oh, hello again, this topic.
You seem lost, I'll reunite you with your family:

I hate to say it, but people have been complaining about this since..well before 2019. Dare I say, it's working as intended?
Again, this is working as intended.
The entire topic has been rehashed so many times we don't even have a dead horse to beat.
There are easy solutions- by far the easiest is to just reduce the iLVL sync in CT/LOTA/WoD to make it on par with 3.0 difficulty. They do not want to do this because they are already very leery about forcing endgame-level difficulty as required content for MSQ progression. Were the CT series not part of the MSQ now, this would be a different story. This gap is even bigger now that the entire game up to CT can be done solo (with NPCs). It's jarring to go from solo to a 24 man raid, not even to mention if it were difficult mechanically.
They do not want to make the required raids harder, they do not want to require you to unlock future raids outside of side content and they do not want to deal with coding something to force you to have a certain iLVL to do a specific roulette once you hit 60/70/80 etc.
They DO want to entice and encourage new players to attempt future raids, seeing as how these "aren't so bad".
It's not a good solution to be honest, but there it is.
Ideally, they would crank up the CT series difficulty as a raid, but offer a 4-man version as a dungeon to do MSQ (kinda like reworked final 2 dungeons). I dunno, call it a Minstrel's Ballad version of the raids.
