Late as hell but it was mentioned in the Live Letter where they talked in depth about how the new housing system would work just before it was released. I actually don't know how to begin finding those (maybe on their youtube? idk), so I tried to be as specific as possible in case you're curious enough to go searching, but they straight up said that they'd monitor the ward situations as they played out to deal with the issue of some worlds filling faster than others, and of fc/individual wards filling at separate rates. Full disclaimer though, my translation was a reddit guy doing it live for free because square's too cheap to pay an official in house translator, so here we are once again dealing with that issue when we have to go back and check square's promises after the fact. If there's a place on SE's youtube where live letters are kept, it'd probably be uploaded a couple of weeks before the new lotto system was implemented.

Heck, if you were here for the launch of it then you'll remember a lot of people who wouldn't make solo FCs because they trusted Square to do the thing they said they'd do and monitor the ward situations in real time.
