Never been on a very crowded train? It can take 4 minutes for everyone in a super large train to make it into a zone.
How do I know? I started using a stopwatch and would intentionally include myself in the last batch of players. Of course by then, the players who were first through got tired of waiting so the first mark of the zone would be dead and it would be a rush to try to get a hit in on the second.
But as someone who conducts and coordinates with other conductors, it was interesting information to have. Fortunately, there have only been a couple of times I've seen that long a delay outside of patch week and reset days. For most prime time trains, it's about 2 minute wait (time is between 105 and 130 seconds).
But for someone who's trying to catch a big fish during a short window, that's 2 minutes less they have to accomplish it.
Please stop claiming that things don't happen when clearly they do.
That would probably make things even worse as it would severely limit the number of players able to participate.

If you expect to get the hunt achievements in a few months, then yes, there are not enough A and S Ranks. Well, there are some players who have the newest hunt mount after 3 months.Honestly, beyond a more in-game way to track the respawn timers for A and S (or at least being able to know if they're currently spawnable/alive), I don't think system needs much improvement. Blocking people from other worlds/DCs would make achievements for A and S rank basically lifelong commitments to achieve and nigh impossible for those who play in bad timezones; while invuln timers and such would just serve to congest servers further. The main issue ultimately, isn't that players are behaving 'wrong', or that world hopping is bad. Main issue is that there's not enough S and A marks for people to be able to grind for achievements and their cooldowns and random elements only serve to encourage both congesting and early pulling.
But sadly the hunt achievements for ShB and EW seem to look like that at least world traveling is intended by SE for these achievements.
