If anything, I think it might (not 100% sure though) feel better to move Req to be a GCD (make it somewhere between 600 and 750p), that upgrades later into Confiteor (900p, with aoe falloff). Req currently gives Conf Ready, just delete that and make Confiteor give the 4 stacks of Req. If Req's now only 300p, they can just redistribute that back through the rotation, probably by undoing the potency adjustments to Riot/Royal/Atonement. With this, you'd be able to go into a burst window by going Riot, FOF, Goring, Conf, Blade, Blade, Blade, HS, Royal, HS (FOF end). Actually, isn't this the same as now, just without having to use Req? Huh. Anyway I think having FOF attached to Goring would be kinda weird, only able to activate it if the boss is attackable, which sounds fine on paper, but there might be a time where you want to purposely activate it eg 3s before the boss comes down, so it lines up better later in the fight
