Thats different to me. The movement warms your body to fight the cold and the movement would throw them off of you. Thats not so bad. Btw, when I said annoying I didnt mean enough to make me complain about it.Well, there is stuff like Intense Cold (Keristrasza) and Biting Cold (Hodir). Both were mechanics where if you stood still you would get Intense/Biting Cold stacks building on you (which did multiplicative damage on you depending on the number of stacks). One way to keep the effect from stacking on you was jumping in place (because the game registered jumping as movement), which was also very helpful to melee because it meant they could stand in range. There's also stuff like adds that cling to you that you have to shake off by jumping (like the baby crocs in Uldum).

Oh, I was focusing on the "think of other uses" part of your post.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.
* Design ideas:
