Issue not resolved with housing bug after sumbitting ticket

Steps:
1. I was allowed to bid on plots on 2 different characters on the same world.
2. At end of period it said I won both. Clicking confirm brought up the error that I cannot have 2 plots on the same world on different characters from same account. I had confirmed purchase of a different plot on a different character first.
3. It does not return my bid
4. So, I was allowed to bid, even though apparently I was not supposed to be allowed to bid. I won the lottery, even though I apparently should not have won the lottery. I now cannot claim the lot or get my money back.

I submitted this in game and only received a working as intended response. So what is working as intended? I can't have two plots, but it's intended to allow me to bid and take my money? Or it's working as intended not to return my money after it says I won but can't have it? This is obviously not working as intended and I need more assist than this.

Its not a bug, all of that is working as intended. Wait until the claim period ends and your second character defaults on the purchase, you'll be able to reclaim half your gil at that point.

I shouldn't only be able to retrieve half of my gil as it is a bug that allowed me to bid on it in the first place. And if I won,but can't have it, I should have full return of gil.

Bidding on more than one plot with an account is perfectly acceptable in the rules; doing so is a means of increasing your odds of winning a house in the lottery. However, you can only own 1 personal which means you can't accept a winning bid on both characters. Once notified that you've won, you'll need to decide which character will have the house. Because you didn't lose the bid on your second character you won't be able to get your full refund during the results period. Instead you'll need to wait until it ends and you default on your claim. Defaulting also includes a 50% fee so you only get half your gil back. That 50% fee is the risk you take in having multiple bids.
