FCs are generally just people you love to share the game with. They can be the group you raid with and I will admit, that does make the entire experience of raiding better, but they don't necessarily have to be the people you raid with. As far as how early, if you want to experience the complete evolution of raiding in Final Fantasy XIV I'd suggest starting at level 50 and working your way through all of them piece by piece.
