Then if you have the alliance unlocked and meet the level requirements to sync your ilvl up to the content.

I was 80 with WHM while not even finished with the main part of the HW MSQ. Level and ilvl alone wont cut it. Use MSQ progress as part of the trigger!
So when you start ShB, the demanded level becomes 70 for any class that is 70 or higher. And adding to that, it can then also demand the alliance raids to be unlocked (and for that it should obviously hint to the missing quests and not the raids themselve). As in this case it becomes impossible for anyone to cheese (as the ilvl scales with the demanded level), and it prevents people from not having unlocked the raids. While the raids are optional, so is this queue, the check can be harsh for that without any issues.
It wont disrupt EW since the check stops at 80 (there is no expansion after EW to set this to 90).
