Add iLevel restrictions to Alliance Roulette

The problem with this "who cares" logic is it makes every alliance raid queue except CT longer.
If i want to farm rabanastre i have to sit through 2+ hour queues as any role. That defeats the purpose of the roulette, which is to help queue times

I don’t know at what time you play but I have never waited more than 1/2 hour for Rabanastre to pop on Primal. I even got it twice in a row last week doing roulette.
