Pretty sure every video game company in the world wish they knew the answer to this. Bot makers are very crafty. You think you fix the problem and they just find another exploit.

There are some things companies have tried in order to stop RMT, such as disabling all trading and selling of items, but it ultimately hurts the legit players the most.

Don't forget that most bot accounts are stolen with the original CC still attached so if the account is banned, the RMT people are out nothing except someones account. Not even the gil really since they probably transfer it to a holding account each day.
