I agree with every point the OP makes
1) How is that any different from running with two people who don’t need it and pass? It’s very seldom a 1/8 roll. In Mythic raids in wow you can have I think 4 people locked before loot is effected? (Out of 20). One could argue FF14 needs to be MORE generous since having such a small raid means any one member missing is that much more harmful.Nevertheless, if they didn't want to go that route, a solution could be the game auto rolls any player who has previously cleared and should they have the winning number, the coffer just disappears. Kind of like how if you roll on the same unique item and "win" both, you get an error message saying you can only have one and the second item was discarded. Bit of a feels bad moment but it would preserve the 1/8 roll.
I feel this may speed up progression too much for SE's liking. If they could implement a system where every two weeks you don't win something, then you're rewarded an additional page, it'd probably be the compromise SE would entertain.
2) That would introduce an equation of odds and choices that would needlessly complicate loot. I didn’t win anything last week and that would be a minor upgrade compared to two books which would put me at 4. 1 for 1 is more than fair because it’s still only 1/4th a piece of gear AT BEST. This would also help with the 8 book pieces tremendously.
