I am not sure if they are purely just simulations. These beings do have memories of their past life and Meteion did imprison souls in her nest. So for me it feels like they took the souls of death beings, gave them their bodies back thanks to the simulations of the Omicrons and Dynamis and now they are able to somewhat live again.
But I guess that does not really matter in the end, because the theme seems to be that they are alive simply because their emotions can influence dynamis.
SPOILER for the third quest:
The two Ea create a whole new species thanks to their wish. They see them as their children and these beings are fully alive yet only built with Dynamis.
About that pointNone of the recreated races seem displeased about being given a second lease on life even if their homeworlds had long since crumbled away...though I can't help but wonder how those folk from the Plenty will respond given that they chose oblivion instead of unwittingly bringing it upon themselves.
They still believe that ending your life through Ra La is basically the best and try it on a Omicron who stops functioning. Our omicron activates it again and then we send the two from the Plenty onto a journey over Ultima Thule so that they can talk with other beings. Our character is not really happy about that because we can say that this could be dangerous. Our Omicron answers that the beings in Ultima Thule have gotten enough tools to deal with despair.
The ending to their story is still open right now and I guess that they will be the final "obstacle" to the questline. (Seemingly the race is also a hivemind which prevented them from starting conflicts with each other but also took away their other feelings.)

Keep in mind that Ultima Thule is is both a location and a piece of existence that works more on the power of emotions and metaphor. They exist in Ultima Thule because existence there is not ruled by the regular laws of reality. Initially Ultima Thule didn't even have ground or whatever until Thancred used his will (and himself) to solidify it into something that people from Hydaelyn could comprehend and interact with. Hope now maintains the existence of the "physical" Ultima Thule, as evidenced by the Elpis Blooms, but the place is still not "real" real. It's the reason the Ragnarok is both on Hyadaelyn and Ultima Thule at the same time, and why you can travel to it with relative ease. It's not a regular physical space, and does not abide by regular rules of existence.
