They were only mostly dead. Also space magic. And fan service.

The Omicrons can run effective simulations, Holodeck-style, which we saw in the Stigma Dreamscape that you needed to do to unlock the Omicrons (but understandably probably did so quite a while ago). That's what they're doing to bring in life forms from the Dead Ends, and apparently the simulations are real enough to be effectively indistinguishable from every other life form in Ultima Thule, as evidenced by the fact they can manipulate dynamis.
I still find it curious how Alpha is simultaneously alive enough to have gained a soul, but still unliving enough for teleportation magicks to regard him as a personal possession.
It makes me wonder if the recreations in Ultima Thule will end up the same.

None of the recreated races seem displeased about being given a second lease on life even if their homeworlds had long since crumbled away...though I can't help but wonder how those folk from the Plenty will respond given that they chose oblivion instead of unwittingly bringing it upon themselves.

I'm sure we'll find out soon. As the additions seem to be doing the Dead Ends races first.
