



I didn't even know that was a thing but it does sounds like the answer...As much as it sucks, and as hard as it will be, it looks gotten to the point that the troll needs to be ignored until they get bored. (something I've had to do a few times since 2006).
No reaction. This is quite hard in an FC sense, as everyone needs to do it, as long as the troll get any reaction they will keep going.
If you've ever seen the tos-breaking extension voidlist (not suggesting that it's used of course) what it does, is the level of ignoring you will need to implement. If you've not seen it, the reaction is completely as if the troll is not there, to the point you walk through them without seeing them.
even though we can't say to use it...or if anyone does. It's all hush hush.
When you deal with human beings, never count on logic or consistency.

I can't say that I've ever had this issue, but it sounds like quite a loophole for someone to exploit. They should probably look into that.
A couple of things you mentioned that I want to ask about:
Are they still using a name that is inappropriate under the ToS? If so, has it been reported as a name violation or are you trying to roll it into the harassment? You might get farther if you just report it as a name violation.
You mention that it is emotionally painful to have to see them just standing "there". Where is there? Is it a place your and your FC members congregate at on a regular basis? If so, try choosing another location to meet (especially one in a higher level zone a new character can't get to). If it's your FC house, go inside and lock the door. If a FC member has a friend coming to visit, the door can always be quickly unlocked then locked again so they can get in.
I'm sorry this is going on but some of the other posters do have a point - the more you react to this individual, the more you are giving them exactly what they want. The best thing to do is just ignore their presence. If they don't get a visible reaction out of you, they will get bored and move on.



You can use "the thing" to hide the player's existence. But it involves going behind TOS-sama's back.
Probably not the solution you're looking for, but if seeing the name is the issue: You can use the normal ingame settings (under the character-menu) to hide names. For once you even have the options for group members, alliance raid members, friends and everyone else - and if you want the full name shown, only initials or nothing at all. Unless you're a names-enthusiast, I'd recommend with going no names at all for anyone who isnt on your friendslist regardless of the harrassment-issue - makes for a much nicer looking, less cluttered game (specially in areas that are very full).
