My personal take though compared to what the thread is saying is I wonder if its best if everyone in the party should have their own LB rather than being overall who gets to use it? Like to me it would be useful if I was allowed to keep my Melee LB I can use for bosses while the Ranged DPS will have more flexibility to use their Ranged LB on Mob Packs.
It would be a great time saver if we can have our LBs separated from each other for 4-Man Dungeons rather than being forced who gets to use it.
Given this would make dungeon more easier than it is right now, but if we're being honest here the Dungeons have been too easy for a very long time. Might as well go all the way.
I would say the system should be kept the same for Alliance Raids, Trials, Relic Zones, and the newly formed Criterion Dungeons just to keep balance over there while 4-Man Normal Dungeons get a different adjustment how LBs work for that (Maybe it could be extended to Criterion Dungeons though..well maybe).
I feel like its just one way where the Ranged Player doesn't get shouted at for wasting a LB and everyone wins, I do want to see Ranged Players shine more than how it is right now.

To add some balance where its not completely broken in 4-man dungeons is that healer & Tank LBs can still absorb the LB gauge overall from all players, so if there is like bosses that specifically need those LBs then its better to save and use it when needed.
In a way it could make Healers more valuable (though there could be a bit of double edged sword with that depending how the Healer uses that LB), but I know when it comes to Tank LBs its only been useful in very specific situations that require it.
