Definitely feels like it's balanced solely to keep you playing longer and subscribing for more months per raid tier... although that's a somewhat expected design decision for a subscription MMO.
WoW has the problem of M+ not being restricted to a lockout meaning you grind the hell out of it to get the best gear from it week one, invalidating two tiers of raids before you do your X 15s for the week and collect your free mythic item level loot from the vault.

It's a terrible system.
