i dont know didnt check points. but i confirmed on http://mozk-tabetai.com/ that in order for them to sell the HQ Skin it has to be at least level 3. i dont do provisioning but apparently a lot of people are. at least on my server

Well those achievement activate even at level 1. There is no level 3 in the game. You are misinformed.

Shosa. It's level 2. We share the same server, HQ Coeurl Skin is up, and Hamlet Defense for Aleport is level 2.

devs stated that there will be higher levels of hamlet, they just arent implemented yet

when hamlet got added they specificaly said there would be 5 ranks, but only 2 to start
