9 seconds is a long time on close enrage timers in savage, most first kills happen during the final enrage cast, if the game was not so tight on dps it indeed would not matter

The game isn't that tight on dps. Enrage wipes and enrage kills involved failed mechanics, bad rotations, or low IL. Fix mechanics, rotation, and IL before worrying about whether the tanks melded Tenacity.
