Description:

The large horn that protrudes from this wavekin's head is in fact a modified dorsal fin, adapted for swimming through sand. In the areas around its nesting grounds, rulers with oft be anointed with a crown of these horns, due to the strength the represent.

Bolded word is presumed typo, intended to be "will".

"With oft be" doesn't fit archaic nor EME grammar.

"Rulers will oft be anointed with..." or "Rulers be oft anointed with..." could both be correct. I have the feeling Urianger would use the latter. However, as there is 'With' in front of oft there, it makes more sense to become will to retain the same number of words. +1 to the OP for those reasons.

Most websites suggest "they represent" is the wording, so that well spotted error could be the OPs typo.
