    Unable to Unlock Howling Eye (Hard)

    Having trouble with a quest. Currently doing A Relic Reborn (Bravura) where I need to obtain a howling gale from the Howling Eye (Hard) dungeon. The problem is I can't access the Howling Eye (Hard) dungeon, and can't find where to pick up the "In for Garuda Wakening" quest even though I completed the "Ifrit Bleeds, We Can Kill It" quest. Has anyone else had this issue?

    The weird thing is I have access to Howling Eye in the duty finder, but when I visit the actual site there is no instance for me to click on. My inventory has plenty of room. Lvl 56 Warrior, current msq "Stories We Tell."

    Found Papalymo at the Waking Sands with the "In for Garuda Wakening" quest. Completely missed him the first time.
