    Suggestion: Savage Tier should drop more books instead of random chests

    Two issues are created by the current savage loot system in conjunction with the lockouts:
    1. Loot distribution is outside of individual players' control, meaning people progress through the tier at random rather than as a factor of skill/experience. Either the player must deal with the skewed loot distribution of a static group or the complete random distribution of PUGs. The books are just insufficient to progress. This is also one of the reasons for your current healer shortage as healers are the last ones to received loot in a static group.

    2. The way loot is distributed artificially inflates the difficulty of getting an initial clear in pickup groups, as it discourages participation from those who have cleared in a way that extreme fights do not. Parties who are struggling to find suitable players avoid inviting those who have cleared due to losing chests, and the stigma of the artificially inflated difficulty of getting an initial clear as a pickup group discourages experienced players from jumping back in to help (the fear of taking 2-3 hours to do what should only reasonably take 30 minutes).

    With new savage content linked to ilvl being introduced, I feel a system that rewards people consistently should be favored rather than the current sytem that leaves players at the mercy of random numbers or the forced loot rules of static groups .
